Planning application for Solar Farm – revised closing date and photos requested by Keep Hanwell Village Rural

Update from Horley Parish Council:

The closing date for comments on the application is now 26th September. Comments can be made via this link:

In addition, to aid their response to the proposed solar farm, the ‘Keep Hanwell Village Rural’ group have requested assistance from Horley residents. They have requested that any resident of Horley who can see the area where the panels are proposed from their property should take a picture of the view and send it to them at keephanwellvillagerural@gmail.com.

Planning Application in for Massive Solar Farm overlooking Horley

Update from Horley Parish Council:

If you are not already aware, a full planning application has now been submitted by Elgin Energy for a massive Solar Power Station to be built north of Hanwell and straddling the Warwick Road.  See map:

Part of the installation will overlook Horley along the skyline to the west of the Warwick Road and will be clearly visible as the slope of the site faces directly towards the village.  The Parish Council will oppose this development, principally on the grounds of its detrimental visual impact not just from the village but from the surrounding countryside.

If you would like to make any comments on the application, you can do this via the CDC site using that reference number.  The current closing date is 6th September 2025, and this will be your final chance to make your views known to Cherwell District Council.

Proposed Solar Farm – update

You may be aware that a planning application has been submitted to Cherwell District Council by Elgin in relation to the proposed solar farm, part of which is in the parish of Horley. This application is seeking the opinion of CDC as to whether they consider that an environmental impact assessment is required for the proposed solar farm. While this is for CDC to decide, the Parish Council are reviewing the proposal and will submit comments to CDC in due course. 

New members needed to join Keep Hanwell Village Rural Action Group

See below for a message from the Keep Hanwell Village Rural Action Group:

Dear Residents,

I’m sure you’ll agree that the Keep Hanwell Village Rural Action Group –along with support from Parish Councils and our neighbouring communities – has delivered an excellent campaign against the greedy landowners and developers so far. The fight is very much not over and has really only just begun.

Cherwell District Council received over 470 letters of objection for Vistry’s development of 170 houses between Hanwell and Banbury. Objections were also made by every Parish Council surrounding Hanwell, including Banbury Town Council. We now wait to hear from Cherwell District Council on the decision-making process.

Meanwhile, the Manor Oak development off Dukes Meadow for 176 new houses will be decided at next Thursday’s (15 June) District Council planning meeting.

Hanwell and its neighbouring villages of Horley, Shotteswell, Great Bourton and Mollington are now threatened with a potentially huge industrial solar development between the settlements. There’s very little evidence that this potential development could be considered a viable alternative form of green energy and the loss of prime agricultural land is very alarming for our national food security and for our local farmers.

The Action Group team is small and we now need to bring in new members to take on the task to put a stop to this latest development. We need new members from Horley, Shotteswell, The Bourtons, Mollington and from Hanwell. If you could offer a couple of hours each month to help with fundraising, leafleting, events and attending our monthly meeting, you’ll be very welcomed.

The Action Group plans to attend HanFEST and the Horley Fete and other local events in the summer. But we need help in order to do this. Please let me know if you could help on our stand.

Reminder of public meeting tomorrow (Weds 19th April)

The action group Keep Hanwell Village Rural, is running a public meeting tomorrow evening from 7.45pm at the Old School, to give more information about both the Vistry application to build 170 homes between Hanwell and Banbury and the proposed solar development on BOTH sides of the B4100, covering over 80 hectares.

Proposed Solar Farm Meeting – Weds 19th April, Old School, Horley

There will be a public meeting in Horley organised by Keep Hanwell Village Rural Action Group about the solar farm proposed between Hanwell, Horley and Shotteswell.

On Wednesday 19th April from 19:45 to 21:15 in the Old School, Horley

Reminder: Solar farm proposal – public exhibition on 15th March

Details of the Solar Farm proposal will be on display at Hanwell Village Hall on Wednesday 15th March 2023 between 3pm and 7pm. Representatives of Elgin Energy will be present to answer questions.

Please take this opportunity to attend and find out more. The consultation period runs from 14th to 28th March. Note that the proposed area includes land on the Horley side of the B4100 as well as an extensive area on the Hanwell side.
