Vistry Appeal begins tomorrow, running until 13 June

Tomorrow (Tuesday 4 June) is the first day of the Planning Appeal on the outline application for up to 170 dwellings on the fields between Hanwell and Banbury. 

You can attend this public inquiry at Cherwell District Council, Bodicote House. It starts at 9:30am on Tuesday 4 June and will finish on Thursday 13 June.

Tomorrow, the following representatives will be speaking from 11am:

Your support would be greatly appreciated and will show the Planning Inspector the impact this would have on the village if it was allowed. 

You can also attend on Wed 5th, Thu 6th (AM only), Fri 7th, Tue 11, Wed 12 and Thu 13. There is no meeting on Monday 10th June.

This short film was produced by the Action Group to be shown at the Appeal. The Planning Inspector decided not to show it at the inquiry, but has said he will view it.

At yesterday’s Keep Hanwell Village Rural Action Group Meeting, Chris Brant stood down as Chair and Robin Aikten became the new Chair. Chris had to stand down following his successful election as both District and Town Councillor.

Reminder – Horley Summer Fete this Saturday (8th June)

Can you help with gardening at the School house cottage?

As everyone may be aware, the school house cottage is currently undergoing refurbishment with a view to reletting it within the next couple of months. 

The income from rental of the cottage is vital to the trust’s ability to continue its charitable work for all the children of Horley so we are trying to keep costs down where possible.

The garden is in need of mowing, weeding and general tidying while the property is empty and this is a plea to anyone in the village who may be able to give even just an hour of their time (whenever convenient) to help out.

The trustees are working as much as possible on the refurbishment so any help we can get in the garden would be gratefully received.

Update: new poles on Hornton Lane and Church Lane to be removed

Following the objections raised by the Parish Council and village residents, Openreach have reviewed the installation of the three new poles on Hornton Lane and Church Lane and agreed to remove them. This should happen in the next few weeks.

We are awaiting further information from Openreach on next steps.

As far as we are aware, the Gigaclear proposals for the whole village remain in place and they have assured us that they will not be installing new poles. Timescales for the Gigaclear proposals are not yet firm but they have indicated installation should be within the next 12 months.

The Parish Council is maintaining contact with Openreach, Gigaclear and the Oxfordshire County Council Digital Infrastructure Programme and will provide further details as soon as they are available.

Cycle race coming through Horley tomorrow (Sunday 19th May)

Look out for cyclists racing through the village tomorrow (19th May) in the Banbury Star Road Race.

The first race will be in the morning from 9:00am and the second race will be in the afternoon, starting from 1:00pm and finishing at approximately 3:30pm.

The races will take a 3 lap circuit, approaching the village from Hornton Lane before turning left into Banbury Lane.

New poles on Hornton Lane and Church Lane

You may have noticed the new poles installed by BT Openreach on Hornton Lane and Church Lane. We have been informed that these are to enable the provision of super fast fibre broadband to approximately 60 houses in the village and the Old School. (NB this is entirely separate from the Gigaclear proposals to also provide superfast fibre broadband to the whole village. More on this proposal will be in a separate post.)

Objections to the installation of these poles have already been made by some residents and the CDC Conservation Officer. The Parish Council will also be objecting on the grounds of safety (specifically related to the pole situated near to the road) and on the appearance of the poles in a conservation area.

BT has statutory code rights to install telecommunications apparatus in the maintainable highway (as defined in Part 3 of the New Roads and Street Works Act 1991) and on private land with the necessary permissions. The siting is an engineering decision to provide or maintain communication services to customers and is a requirement under BT’s Universal Service Obligation.

Invitation to Attend: Vistry Appeal Against Refusal of Planning Permission in Hanwell 

In August last year, Councillors voted unanimously in rejecting Vistry’s planning application to build 170 houses on farmland between Hanwell village and Banbury. This was supported by almost 500 objections, including from many residents in Horley and Horley’s Parish Council. 

In February of this year Vistry submitted an appeal against this decision. An inquiry into this appeal will be held on 4 June 2024 from 10am. During this meeting, representatives from local villages, including Horley, will present wide-ranging objections to Vistry’s proposal.

You’re invited to join this meeting in person. Attendance does make an impact! The meeting starts at 10am and it will likely begin with an hour or so of formalities before presentations begin. If more information about timings is published, we will share this with residents on Horley Views. The meeting will take place at the Council Chamber, Bodicote House, Bodicote, Banbury OX15 4AA, (which is just a couple of minutes drive from Farm & Table at Wykham Park Farm should you want to meet friends ahead of the meeting for good coffee!)

3Hs Gardening Club – Plant sale this Saturday (18th May)

There will be a host of horticultural bargains at the 3H’s Gardening Club annual plant sale, taking place this Saturday, 18 May, from 10am to 12 noon at Hornton Pavilion.

Come along and buy quality bedding plants and vegetable plants as well as varied plants potted up from the local gardens of the members.  Do pop along – the early bird gets the best choice!

You don’t need to be a 3Hs member to bag a bargain on Saturday but, if you are a gardener, why not join? Membership is only £10 a year. Meetings are held on the second Tuesday evening of the month at the Pavilion, where there are interesting talks from outside speakers on all things horticultural. Proceeds from Saturday’s plant sale enable the club to pay for outside speakers at its meetings.

On top of that, you get a 10% discount card with Farnborough nurseries, so you can make the cost of your membership with one visit there.

And you’ll also be able to exhibit in the club’s annual flower and produce show, which this year will take place on Saturday 17 August so there is still time for you to get growing!
